During the exotic hey days of spice and silk trading, this was the traditional way of getting to Dubai. Large wooden dhows and smaller boats were the means of transport. Even today, the famed Dubai creek - the lifeline for trade - is still lined with boats taking on or unloading cargo to and from neighboring countries.
